Historically, the department is led by an elected Highway Commissioner.

- Township Incorporation: While Big Rock Township has existed as a rural unit of government for over a century, the Village of Big Rock was only formally incorporated on July 26, 2001. This distinction is important, as the Highway Department specifically manages roads in unincorporated areas, and performs snow plowing and maintenance for municipal streets thru an Intergovernmental Agreement.
